According to reporting by Metro, the Puerto Rico House of Representatives released a statement confirming that House Speaker Carlos Méndez, together with Representative Pedro Julio Santiago, has formally introduced House Bill P.C. 1070.

The bill proposes to prohibit the sale of flavored e-cigarette products—defined as electronic cigarettes, e-liquids, or cartridges with flavors or aromas other than tobacco—to individuals under the age of 21.

Public Health Rationale

Méndez described e-cigarette use as an “epidemic,” warning that it is driving nicotine addiction among a new generation of young people. He noted that discontinuing use may result in classic withdrawal symptoms and cited concerns over diseases associated with vaping, including bronchiolitis obliterans—commonly referred to as “popcorn lung.”

He emphasized that regulatory intervention is necessary to limit youth exposure and reduce long-term health risks.

Méndez specifically referenced brands commonly found in the local market, including JUUL, Elf Bar, Geek Bar, and Smok, stating that the wide variety of flavors makes these products particularly attractive to consumers and poses heightened risks to adolescents and young adults.

Usage Trends

The Puerto Rico Department of Health reported that overall tobacco use in the territory declined from 9.6% in 2019 to 8.5% in 2024. However, despite the decline in traditional cigarette consumption, flavored e-cigarettes have emerged as a new public health concern.
